SAN JUAN COUNTY DENIES INTERNATIONAL PIPELINE PROJECT

On Tuesday November 10, 2004, the San Juan Board of County Commissions voted to deny a Shoreline Substantial Development Permit applied for by GSX (Georgia Strait Crossing) Pipeline, LLC that would allow a natural gas pipeline to cross through San Juan County on its 84.5 miles crossing from Bellingham to Vancouver Island. The U.S. portion of the pipeline is part of a larger project jointly sponsored by British Columbia Hydro and Power Authority (BC Hydro) and Williams Gas Pipeline Company (Williams).

FRIENDS of the San Juans challenged a May 28, 2004, decision by Wick Dufford, San Juan County Hearing Examiner, which approved a Shoreline Substantial Development Permit for the GSX permit in order to carry out the San Juan County portion of a natural gas pipeline project.

FRIENDS appealed the decision to the San Juan County Board of County Commissioners on the basis that the Hearing Examiner had made several errors of law, including: the pipeline did not comply with shorelines rules, other route alternatives were available, it would overall not benefit the county, and would harm wildlife.

"We believe the hearing examiner essentially rewrote San Juan County shoreline code," said FOSJ attorney John Karpinski. Pipelines were only to be allowed if there were no feasible alternatives. Dufford interpreted feasible as preferable, Karpinski said.

“This was an important victory for San Juan County, and the biologically rich waters of the Orca Pass International Stewardship Area, which is home to three federally petitioned endangered species including: Orca whales, salmon, and Cherry Point Herring,” said Stephanie Buffum, Executive Director of FRIENDS of the San Juans who brought the appeal. “It’s tough to say no to a big company like Williams, but a majority of our Commissioners did just that.

WHY TAKE ACTION TO STOP THE GSX PIPELINE?

GSX will adversely impact the marine environment and Cherry Point herring.

GSX is not needed here-- there are feasible alternatives.

GSX will not benefit the environment or the economy.

GSX has been denied by both San Juan County and Whatcom County Staff planners.

Canoe Journey 2004

The BOCC presented a Special Proclamation in celebration of the event.
